Buds only half forming |

Hi - hope someone can help - my favourite clematis - I don't know exactly which variety it is as the label wasn't retained - has buds which are only half forming, so then the flowers only half form as well.
It is a single blue flowering variety with large flowers and usually takes over the back fence by the beginning of June with a profusion of flowers. This year it is only where it would be growth-wise normally at the beginning of May. Do you think it is the odd weather we've had - would a lack of or too much rain cause buds to malform? Do you think it will right itself? Or should I dig it up and start again? Really want flowers on my fence this year! Would appreciate any tips.
