Hello
 
Could you tell me if this is common or what causes it? is it some kind of fasciation?
 
a picture is here, the lady who posted the picture says that although it isn't all that clear in the photo the coloured leaf or bract is actually a good way down from the unopened bud and is on a stalk shaped like a leaf but coloured like a petal?

This is not unusual. Some month ago my 'De Vijhoeven' had just the same.

It's a common occurance for clematis tepals to end up looking a bit like leaves and vice versa.  It seems to happen to mine especially during bud development in cold spells.
