We have a newly planted Armanii and it is being eaten off all the shoots and buds by something. We have sprayed with Bug Clear Ultra but it is still being eaten by something. Help !!!

Best to wait until it's dark and then go out with a torch and have a look.
 
Could be a number of critters such as slugs, snails, caterpillars and even earwigs.

You forgot mice, they love clematis new growth. I am using garlic drench this year which seems so far to have put them off, but maybe they have been sheltering from the cold.
